The Archive

Foundational records governing Solara's private civic order.

Solara operates under a dual-charter model: a ceremonial civic council manages public perception, while true legislative authority rests with the Founding Families’ covenant. Elections occur, but candidacy is pre-approved by covenant vote.

Residency is stratified into seven declared tiers, from Public Registrants to Sovereign Households. Tier determines access to private infrastructure, medical networks, education, and legal representation.

Three private courts adjudicate disputes among registered corporate entities and Sovereign Households, operating entirely outside the national judiciary. Rulings are binding, sealed, and non-appealable in public court.

Each district maintains its own security apparatus, licensed separately from municipal police. Aethelmar Rise’s covenant guard reports solely to the six founding households.

Old money real estate, discreet finance, private aviation, and licensed nightlife form the four pillars of Solara’s declared economy. Undeclared flows are, by charter, presumed private and unregulated.

Four primary districts partition the city by function: residential sovereignty (Aethelmar Rise), commerce and nightlife (Lumina Circuit), logistics (Silas Terminal Enclave), and seclusion (Farstone Reaches).

Solara’s charter enshrines discretion as a civil right for Tier 5 residents and above. Public records requests concerning Sovereign Households are, by statute, automatically denied.

Clearance ranges from Tier 1 (Public) to Tier 7 (Founding Household). Each tier grants escalating access to private transit, medical, and communications infrastructure invisible to standard residents.
